Governance means publishing a figure is a decision, not a model default. Human control sits on that point.

Policy before presentation

If policy blocks publication, softer prose does not replace the number. The answer stops there. The difference looks small and is the basis of trust in agentic AI.

A ladder, not an on/off switch

The autonomy ladder is set per process. Reading a brand decline can stay at “propose”; changing budget should not share that rung. Governance without that split is brochure language.
